When Do You Need a Permit?
In King County and most Eastside cities, permits are required for structural changes, electrical and plumbing work, new construction, additions, deck construction, window and door replacements that alter framing, water heater replacements, roof replacements in some jurisdictions, and any work that changes the footprint or use of a structure. Simple cosmetic updates like painting, flooring, and cabinet refacing typically do not require permits.
The Permit Process
The typical permit process involves several steps: project scoping and plan development, preparation of permit drawings and specifications, submittal to the local building department, plan review and response to corrections, permit issuance and fee payment, construction with required inspections at each phase, and final inspection and project sign-off. Timeline varies by jurisdiction. Seattle averages 4-8 weeks for residential permits. Bellevue and Kirkland typically run 3-6 weeks. King County unincorporated areas can take 6-12 weeks depending on complexity.

Unpermitted work creates real problems. It can void your homeowner insurance coverage if damage occurs in the area of unpermitted work. It creates title issues when you sell your home. It may not meet current building codes, creating safety risks. And it can result in fines, forced removal, or expensive retroactive permitting.
